Purchasing and Bid Information

Five Rivers MetroParks is responsible for purchasing the highest quality materials, equipment and services at the most efficient prices and in compliance with all local, state and federal statutes to which MetroParks may be obligated. This focus guarantees the taxpayer the ultimate dollar value and builds on MetroParks’ reputation of cost effectiveness and fiscal responsibility.

All materials purchased by MetroParks shall be evaluated to determine which items can be obtained from more-sustainable sources. Vendors that provide sustainable options for materials used by MetroParks will be evaluated and added as a preferred vendor where financially feasible. The products will be assessed to make sure the desired performance is obtained. Energy Star-rated appliances will be purchased when available and financially viable.

How to become a vendor

Five Rivers MetroParks formal purchasing bid threshold for goods and standard services is set by Ohio Revised Code (ORC) Section 1545.07. With few exceptions, FRMP shall conduct a competitive process to select vendors for single and repetitive purchases that exceed the ORC threshold noted above.

Departments can make purchases under the ORC threshold. Individual departments are required to obtain three informal quotes to select a vendor and make a purchase over $3,000.

All vendors are welcome to demonstrate their services and products to staff. After presenting products or services to FRMP employees, some staff members are qualified to refer potential vendors to our vendor application. When a new vendor makes a “sale” to FRMP, they become an “active” vendor. The vendor remains on the “Vendor List” and will retain that status unless a two-year period passes without purchase activity.

MetroParks does not currently manage precertifications or vendor lists for specific projects. Please respond to the projects in the “Bid On Active Projects” and “Respond to Active Requests for Proposals” sections below as they become available.

How to become a prequalified consultant

Five Rivers MetroParks maintains a list of prequalified consultants for a variety of design professional services. Prequalified consultants are selected on a qualifications-based selection process that is conducted every two years.

Five Rivers MetroParks retains the right to extend the selection of prequalified consultants for up to three two-year periods. Consultants are asked to confirm or update experience and project descriptions on an annual basis.

Prequalified firms are eligible for contract values less than $50,000.  Five Rivers MetroParks may select consultants from the prequalified list based on suitability for the project scope of services.

The prequalification selection process is publicly advertised and based on weighted criteria established prior to the solicitation. The selection process for planning, design or engineering services is conducted as required by Ohio Revised Code.

Consultants will be selected for contract values exceeding the state-established minimum for public bidding. In selecting the preferred consultant, the project lead may consult with representatives from those departments with an active interest in the project. The project lead then must request approval of the board of park commissioners to award the contract to the preferred consultant.

Food vendors are also invited to participate at the Wagner Subaru Outdoor Experience.

RiverScape MetroPark hosts a number of festivals throughout the year that are coordinated by community partners. Festival food vendors are organized by the individual festivals; please visit their websites to apply.

Five Rivers MetroParks works with food truck vendors for our programs Passport to MetroParks and First Fridays. Vendors are limited to self-contained food trucks and will not include providers who cook at street level.

Food Vendor Application

Standard vendor space includes a 10 foot x 30 foot space and electric access. You will be assigned a set-up time for our event. Vendors must arrive within their assigned time or may not be able to participate. All food vendors must be self-contained, no cooking at street level will be permitted. Passport to MetroParks and First Fridays are waste-free events, therefore, we require that all food vendors use 100% compostable dinnerware.
