Five Rivers MetroParks Policies
To ensure the safety and enjoyment of every visitor, Five Rivers MetroParks requires that all regulations and policies must be obeyed at all times. It is the responsibility of every park user to ensure that they are informed, aware of, and in compliance. For more information, please review each of the policies below.
Accessibility Policy
Compliance with the Americans with Disabilities Act (ADA) is a priority for Five Rivers MetroParks. All patrons, including those with illness, injury, or disabilities, have the right to use MetroParks services and sites and anyone with disabilities will not be discriminated against in the delivery of programs and services.
MetroParks provides accessible facilities, services, and programs to the extent required by the ADA. Individuals with disabilities may contact MetroParks to request accessibility services based on their needs. No otherwise qualified person with a disability shall, solely by reason of disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination in MetroParks programs or activities.
If accommodations are needed, please call 937-275-PARK (7275) at least one week in advance. You can also find information about accessibility in the MetroParks on park maps and brochures, available at trailheads of your favorite park, in the lobby of our main office at 409 E. Monument Ave., Third Floor, Dayton, OH 45402, and online on each park’s web page.
Five Rivers MetroParks accommodates individuals requiring mobility assistance with a wheelchair (defined by the Department of Justice as “a manually operated or power-driven device designed primarily for use by an individual with a mobility disability for the main purpose of indoor, or both indoor and outdoor locomotion”). The designation “accessible,” indicates access for wheelchair users in compliance with Uniform Federal Accessibility Standards (UFAS) and Americans with Disabilities Act (ADA). Wheelchairs are permissible in all Five Rivers MetroParks facilities, in accordance with ADA regulations.
At this time, only limited Five Rivers MetroParks designated facilities are open for the use of “Other Power-Driven Mobility Devices” (OPDMD) by individuals with mobility disabilities. OPDMDs are “any mobility device powered by batteries, fuel or other engines—regardless of whether it was designed primarily for use by individuals with mobility disabilities—used by individuals with mobility disabilities for the purpose of locomotion.” Five Rivers MetroParks is in the process of further assessing our facilities and trails to ensure the ease of accessibility for our guests.
At this time, OPDMDs that are a maximum of 34” wide, powered by electric motor and capable of traveling at speeds no more than 6 MPH are allowed on all Five Rivers MetroParks managed paved recreational trails, also known as “bikeways.”
Parking lots at facilities and trailheads within MetroParks have designated parking spaces marked with the international access symbol. These spaces are reserved for visitors with physical disabilities whose vehicles display a special license plate, tag or sticker.
ADA Complaint process
MetroParks has a procedure providing for prompt and equitable resolution of complaints alleging any action prohibited by the ADA regulations regarding service and facility access for people with disabilities.
A. This procedure is established to meet the requirements of the ADA. It may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by the MetroParks. The MetroParks Personnel Policy 1.2: Equal Employment Opportunity governs employment-related complaints of disability discrimination.
B. The complaint should be in writing and contain information about the alleged discrimination such as name, address, phone number of complainant and location, date, and description of the problem. Alternative means of filing complaints, such as personal interviews or a tape recording of the complaint will be made available for persons with disabilities upon request.
C. The complaint should be submitted by the grievant and/or his/her designee as soon as possible but no later than 60 calendar days after the alleged violation to:

D. Within 15 calendar days after receipt of the complaint, the ADA Coordinator or designee will contact the complainant to discuss the complaint and the possible resolutions.
E. Within 15 calendar days of the communication, the ADA Coordinator or designee will respond in writing, and where appropriate, in a format accessible to the complainant, such as large print, Braille, or audio recording. The response will explain the position of MetroParks and offer options for substantive resolution of the complaint.
F. If the response by the ADA Coordinator or designee does not satisfactorily resolve the issue, the complainant and/or his/her designee may appeal the decision within 15 calendar days after receipt of the response to the MetroParks Executive Director or designee.
G. Within 15 calendar days after receipt of the appeal, the Executive Director or designee will contact and/or meet with the complainant to discuss the complaint and possible resolutions.
H. Within 15 calendar days after the contact, the Executive Director or designee will respond in writing, and, where appropriate, in a format accessible to the complainant, with a final resolution of the complaint.
All written complaints received by the ADA Coordinator or designee, appeals to the Executive Director or designee, and responses will be retained by MetroParks for at least three years.
Camping Permits Statement of Policies
CAMPING RESERVATIONS: Campsites are available on a first-come, first-served basis. Reservations must be made a minimum of four (4) calendar days in advance of the day of reservation. Reservations may be made one (1) year in advance of today’s date. Five Rivers MetroParks reserves the right to put administrative blocks on campsites as part of other park uses, seasonal closures or permits such as special events or MetroParks programming.
RATES: Rates are subject to change. The current fees are available online. All camping permits will be honored at the fee rate published at the time of the reservation. Should cancellations or changes be required by the permit holder and rates have changed, new rates will take effect on the revised permit in addition to the processing fee. Rates reflect peak (April 1 – Oct. 31) and off-peak (Nov. 1 – March 31) seasons. Additional fees may be required for additional services (i.e., firewood, extra hours, etc.).
RESERVATION PERIOD: Campsites available on a daily basis only. Check-in is at noon and check-out is at noon. Campsites will be ready at beginning of reservation period indicated on permit. Permits will be issued for one night up to four nights. Permit holders must vacate the campsite by the indicated day and time listed on the permit.
ADDITIONAL CAMPSITE PERMITS AMENITIES: One bundle of firewood (4 cubic foot – 2’ wide x 2’ deep x 1’ high, equal to five bundles, similar to what you find at grocery, convenience stores and campgrounds) for use at designated campsites is included in reservation fee. Additional bundles of wood may be purchased for $7 per bundle. Only firewood purchased through Five Rivers MetroParks is permitted. The permit holder is not authorized to bring firewood to the park or collect firewood in the park.

CAMPSITE PAYMENTS: Reservations may be made by telephone or online using a credit card or in person at Five Rivers MetroParks Main Office using a credit card, cash or check. Five Rivers MetroParks accepts Visa, Master Card, Discover and American Express. Full payment for campsite use must be received at the time of the reservation. There is a $30 fee for returned checks. Non-payment of returned check fee may result in a revocation of future permit privileges.
PERMIT APPLICATION QUALIFICATIONS: Applicants must be 18 years of age or older to reserve a campsite.
RULES AND REGULATIONS: Conditions of use are based on MetroParks Rules and Regulations which will be enforced at all times. MetroParks Rules and Regulations are posted at all facilities and on the web at www.metroparks.org/rules. For your own and other’s safety and enjoyment, please be aware of these additional regulations:
PERMIT: Keep a copy of approved permit with you. Present to Five Rivers MetroParks Ranger or other staff upon request. The reservation is not valid if the permit is not available upon request. Use disputes will rely on permits in hand.
VIOLATIONS: The violation by a permit holder of the terms of his or her permit or the MetroParks Rules and Regulations shall subject the permit holder to fines pursuant to FRMP Code of Ordinances. Law Enforcement and/or FRMP Park Managers reserve the right to terminate a rental at their discretion based on violation of MetroParks Code of Ordinances.
SUPERVISION: Supervision of minors is required at all times.
DAMAGES AND CLEAN-UP: Any damage to MetroParks property as a result of the permitted event beyond normal wear and tear is the responsibility of the permit holder. MetroParks will assess the damage and levy appropriate fines pursuant to FRMP Code of Ordinances. Damages and/or non-payment of fines may also result in a revocation of permit privileges. Campsite will be left in condition found by permit holder. Additional clean-up of the campsite required by park personnel will be billed at a rate of $25/hour. There will be a $25 minimum fee.
LIABILITY INSURANCE: In certain circumstances Five Rivers MetroParks may require proof of coverage.
CAMPING LOCATION: Camping is only available at designated locations with a permit.
TENTS: PRIMITIVE TENT CAMPING ONLY. All commercially erected tents and canopies and personal use tents and canopies in excess of 200 square feet will require prior express written approval of Five Rivers MetroParks. Backcountry and Trailside campsites are limited to two small tents per site.
NOISE: No amplified music is allowed.
SAFETY: Use knives and axes only under strict supervision.
FIRES & COOKING: Fires are permitted in designated areas. Fires must be fully extinguished at the end of the departure time. Do not bring firewood into the park or collect firewood in the park. Firewood provided by MetroParks. Fires are not permitted in the backcountry camps (Oak Ridge, Cedar Ridge, Pine Ridge) or trailside campsites (Island, Eastwood, Taylorsville). Scouring the landscape for wood can be decimating, fire scars are a long-lived eyesore. Use a backpack stove or carry cold foods.
GRILLS: Five Rivers MetroParks provides permanently installed grills at most reservable shelters, for public use. Grills that are permanently installed at shelters are for use with charcoal only and the coals will be cleaned by Five Rivers MetroParks staff upon conclusion of the permit. Do not pour water on the coals. The use of personal, portable grills is strictly prohibited. Tow-behind grills may be used with a separate permit. Tow-behind grills must remain on paved surfaces and any used charcoal, wood, grease or drippings must be removed from the park upon departure.
TRASH & POLLUTANTS: Carry out your trash. Burning, burying, or leaving trash is prohibited. Do not place trash in pit toilet. Keep creeks clean and available for wildlife. Do not use any type of soap within 200 feet of a water source. Let wildlife remain wild.
The permitted area must be cleaned prior to departure. Trash receptacles are provided. Permit holder must remove trash in excess of the receptacle’s capacity from the park.
SIGNS: Signs are not permitted to be posted in the park or on trails. The use of tape, glue, nails, tacks, screws, staples, or other fasteners that may scratch or otherwise damage surfaces of shelters, tables or other equipment are prohibited.
NATURAL FEATURES: Stay on designated trails, do not disturb the natural areas; do not collect plant or animal materials.
WILDLIFE: Do not feed, touch, or interfere with wildlife. This behavior is detrimental to animals. Please suspend food and garbage above ground to lessen the chance of theft by animals and holes in your tent or pack.
PETS: Pets are allowed but must be on a leash no longer than 8 feet or must be suitably caged. Permit holders must clean-up after pets.
ALCOHOLIC BEVERAGES: No alcoholic beverages are permitted.
CAMPSITE CAPACITY: Permit holder may not exceed the stated capacity for the specific campsite.
RESERVATION PERIOD: Permit holders must adhere to departure time. Campsites are not available prior to or after the time stated on permit.
PARKING: Park in designated areas only. Driving to a campsite for any purpose is strictly prohibited including unloading and loading. Passenger vehicles may not drive, stop or park on any recreation or bike trails for any reason. Vehicles must remain in designated parking areas only. For backcountry campsites, overnight parking is only permitted at five lots: 6206 Boomershine Rd./Sled Hill, 7101 Conservancy Rd., 6910 Boomershine Rd./Twin Valley Welcome Center, 9688 Eby Rd./High View and 8502 Chamberlain Rd./Hopewell. No motorized vehicles, bicycles, horses, or pack stock are permitted on the Twin Valley Trail. Trailside campers should hike, bicycle, or paddle to a trailside campsite. You must be self-sufficient and not have motor vehicle support. There is no overnight parking for motor vehicles in Five Rivers MetroParks to support trailside campsites.
PROCESSING CHANGES: Date, time and location changes are subject to availability and a $10 processing fee. Payment is due before changes will be confirmed. Changes to permits must be made by calling (937) 275-PARK (7275).
CANCELLATIONS & REFUNDS: Camping reservation fees are refundable if requested at least 14 days prior to the reservation. Refunds are subject to a $10 processing fee. If the fee is less than $10, the entire rental fee will be forfeited. Refunds, less the $10 processing fee, will be reimbursed to the credit card. If payment was made by cash or check, a refund check will be mailed to the address of the person/organization paying the permit fee. Issuance of refund checks takes approximately 4-6 weeks. Permits are not refundable due to inclement weather such as rain or snow. Cancellations or changes to permits must be made by calling our visitor services department at (937) 275-PARK (7275).
CANCELLATION OF PERMITS: Five Rivers MetroParks reserves the right to change or cancel a scheduled permit if deemed necessary (for weather, safety or operational reasons). If a scheduled permit is cancelled by Five Rivers MetroParks for any reason, or if MetroParks requires a change to a reservation that is not suitable to the permit holder, a full refund will be provided.
TRANSFERABILITY: Camping permits are not assignable, or transferable, nor may they be modified in any way without prior written approval from Five Rivers MetroParks.
SPECIAL REQUESTS: Special requests must be made at least one week prior to reservation and may be made by calling (937) 275-PARK (7275).
EMERGENCIES: For life threatening emergencies, dial 9-1-1 and emergency responders and a Ranger will be dispatched to your location immediately. For non-life threatening emergencies, call 937-225-HELP (4357) and ask to dispatch a MetroPark Ranger to your location.
QUESTIONS/PROBLEMS/CONCERNS on the day of rental: Call (937) 275-PARK (7275) during normal business hours (Monday through Friday, 8 am – 5 pm) and (937) 274-3134 on holidays and after business hours to contact a Five Rivers MetroParks representative who can respond to your issue.

Fossil Collecting Policy
Collecting a limited number of fossils by the general public is permitted with the following restrictions:
- Fossils cannot be collected with the use of tools (e.g. hammers, picks, etc.).
- No more than 3 fossils per day per person may be collected from a MetroParks facility.
- Collected fossils can be no larger than the palm of your hand.
- Fossils cannot be collected from MetroParks for sale.
- No climbing is permitted on rock ledges or outcroppings.
- Fossils can only be collected from designated fossil collection areas OR under the direction of a MetroParks interpreter leading a public program.
- Those wishing to conduct scientific research that does not comply with these restrictions may apply to the MetroParks office for a research permit.
Designated fossil collection areas are:
- Below Germantown Dam at Germantown MetroPark
- Below Englewood Dam at Englewood MetroPark
- Near stepping stones across Sugar Creek at Sugarcreek MetroPark
Geocaching Policy
Permits
- You must obtain a permit to place a geocache on Five Rivers MetroParks property. Apply online or call 937-275-PARK (7275).
- Permitted caches must be placed and maintained per MetroParks’ guidelines. Caches must also be registered on the geocaching.com website and include (Five Rivers MetroParks) in the cache name, for example: Orange Trail Cache (Five Rivers MetroParks).
- To keep geocaching free and open to the public, Premium Caches are not permitted in Five Rivers MetroParks.
- MetroParks has established a maximum number of geocaches per MetroPark. If your first park of choice is full, you will be placed on the waitlist for that park, or you may apply for a permit at another park.
- No person will be granted more than 5 active permits at any one time.
Application Process
- Apply for permit by filling out the online application. MetroParks will not hold a spot prior to receiving formal application. Be prepared to provide the following information:
- Park name
- Proposed cache GPS coordinates
- Cache description and size
- Trail color
- The trail intersection numbers between which the proposed cache will be located (shown on map and on trail markers) and the intersection number closest to the proposed cache location.
- A photo of proposed cache location and a detailed written description of the cache location (example: film canister located 2 feet from ground, inside hole in tree. Or: small plastic box located 6 feet from bottom of stairs).
- Your Geocaching.com username and other contact information.
- If there is currently no availability in the park you requested, you will be placed on a waitlist.
- If approved, you will receive a letter from Five Rivers MetroParks to orient you to our geocaching process.
- Your geocache has no expiration date, however, if there is a waitlist for a park, you may be asked to remove your cache after a period of one year.
- The permit and a MetroParks geocache sticker will be mailed to you. The sticker must be placed on the outside of the cache.
- If any contact information or other pertinent information provided on the permit application should change, you must inform MetroParks within 48 hours.
The Cache
- Caches must be family friendly. Items specifically prohibited are listed below. Any cache deemed inappropriate will be removed at the sole discretion of Five Rivers MetroParks.
- Food, odor-emitting substances or other items that may attract wildlife
- Weapons or ammunition
- Drugs or alcohol
- Cache containers may not be of glass or metal or resemble anything that might cause public alarm. (Ammunition cans are not permitted.) The container must be smaller than 300 cubic inches and must accommodate the 2” x 4” MetroParks sticker on the outside. The sticker must be placed on the outside of the container and include all required information in permanent marker.
- Caches must be located such that they can be placed, found, and retrieved safely. Caches may not be placed in the following locations:
- Structures including but not limited to buildings, shelters, boardwalks, and bridges
- Within 50’ of a roadway
- Within 50’ of railroad tracks
- On a Miami Conservancy District dam, planted gardens, campsites
- Horse trails or mountain bike trails
- More than 15 feet off a hiking trail (the hiking trail must be indicated in color on the park map)
- More than 5’ off the ground
- In a location that requires digging either to place or retrieve the cache
- Caches may not be anchored.
- The permit holder must update the GPS coordinates for their cache within 48 hours of placing a permitted cache. Coordinates must indicate the exact location of placed cache.
- The permit holder may remove their caches by at any time. The permit holder must Five Rivers MetroParks of any removals within 48 hours.
- MetroParks will verify cache location, contents and conditions annually. MetroParks may remove the cache for any reason at any time at its sole discretion. MetroParks will notify permit holders of removal within 48 hours. Caches may be retrieved at MetroParks’ Main Office, 409 E. Monument Ave. 3rd floor, Dayton, OH.
Adopt-A-Geocache Program
Volunteer to help Five Rivers MetroParks maintain its geocache program by checking caches and their sites. If you’re interested in getting involved, contact us at outdoors@metroparks.org.
Events
Want to host a geocache event? Apply for a permit through the Five Rivers MetroParks special permit application process. All event caches will be considered temporary caches and must be removed at the end of the event.
Organization Discount for Temporary Use of Facilities
Five Rivers MetroParks allows local non-profit organizations the temporary use of facilities. MetroParks applies an equitable method to identify organizations eligible to receive a discount for temporary use of MetroParks facilities. This policy applies to routine permits for shelters and campsites, public & private event permits, and rental of various facilities, excluding the RiverScape pavilion and ice rink. Organizations eligible for this discount include:
- Local non-profit organizations that has been granted and maintains 501(c)(3) or 501(c)(6) status by the Internal Revenue Service, promoting or providing a community, educational, or recreational service for its clientele within the corporate limits of Montgomery County, Ohio.
- Educational institutions certified by the Ohio Department of Education or Department of Higher Education (government or private), located within Montgomery County providing primary, secondary and post-secondary education to a group of residents or students. For-profit educational institutions are not eligible for discounts.
- Government institutions located within Montgomery County.
Eligible organizations may receive a 50% discount off the permit rental fee for a shelter, campsite, event permit, or facility rental. The permit rental fee does not include supplementary costs for additional resources or utilities, alcohol permit, security, or staff premium time.

Photography Policy
Please help Five Rivers MetroParks fulfill its mission to protect the region’s natural heritage by honoring these policies and maintaining the integrity of our parks.
- Observe all park rules and regulations;
- Stay on designated paths;
- Refrain from climbing or mounting equipment in trees, buildings or other structures;
- Minimize disruption to programs, activities, or other park visitors;
- Explore only those areas of the parks which are open to the general public and
- Limit use of the parks to posted hours of operation.
Permit Requirements
Chapter 94 of the Five Rivers MetroParks Code of Ordinances states: 94.02 (A) No person shall without a permit: (4) Exhibit or display any motion picture, television program, light or laser light display, or similar event; or film a media broadcast (other than a news transmission), motion picture, or still commercially distributed photography.
A permit is not required when film or photography is intended for personal use and enjoyment; such as recording special occasions or celebrations, or sharing with friends or family on social media.
A permit is required when
- You are receiving payment for your services or intend to sell or otherwise receive compensation for photographic images captured in any of the Five Rivers MetroParks;
- You wish to produce film or photography for commercial, nonprofit, documentary, promotional, entertainment or educational purposes;
- Images obtained in a Five Rivers MetroPark will be used for advertisement;
- Special equipment, props, or models will be used, even for non-commercial purposes;
- Outdoor auxiliary power or additional lighting is required, or the camera equipment to be used is not handheld.
Photographers and videographers conducting any of these activities must possess a valid permit for the appropriate purpose of use. To obtain a permit, visit Special Use Permits.
Contractors of MetroParks and news media are exempt from these permit requirements however, MetroParks rules and regulations must be observed at all times. Direct media inquiries to the MetroParks Public Information Office, 937-275-PARK (7275).
Drone Use
Unmanned Aerial System (UAS) (drone) use is prohibited without a UAS Permit. UAS Permits may be obtained for commercial or scientific research purposes only. View the MetroParks policy on UAS.
Conditions of Use
A. Photography Permits are valid during posted park hours only. Multimedia Permits are issued for the permit period and MetroParks location specified only.
B. Permits are issued to an individual (Permit Holder).
C. Permits may not be shared or transferred to other users.
D. Permits must be carried during the permit period and presented to MetroParks staff upon request.
E. Permits do not grant exclusive use of an area.
F. All vehicles must be parked in designated parking spaces. Vehicles are not permitted beyond the parking lot and equipment must be loaded and unloaded from a parking lot.
G. Permit Holder shall not interrupt or interfere with other park activities, programs or MetroParks operations, or obstruct pedestrian or vehicular traffic.
H. All cords or wires must be placed and guarded in a way that does not alter the pathways and expose park visitors to risk.
I. No personal property, signs or other items may be fastened to plantings, furnishings or structures in the park. No person shall injure, deface, destroy, disturb, or remove any part of a park, including but not limited to any building, sign, equipment, or natural feature such as any tree, plant, flower, or rock.
J. Moving or removing plants (indoor or outdoor), park furnishings (benches, containers, displays, etc.), or structures (fences, signage, etc.) is prohibited.
K. Chairs, props, equipment, and decorations used in conjunction with a permit must be removed and the area cleaned and restored to its original condition, prior to the conclusion of the permit period.
L. The use of photographic images is limited to contracted participants only. The recording of images of employees, vehicles or the general park population is prohibited. The Permit Holder is responsible for obtaining photo releases as required.
M. Permit Holder is liable for their actions and those of their clients, crew members and models, and for any and all damage to park grounds, structures, and plants which occurs as a result of the permitted activity.
N. MetroParks may limit the use of models, sets, props and crew size.
O. MetroParks does not provide changing facilities or storage areas for equipment, materials or supplies. Clients and models must arrive camera-ready. All models and crew members must be fully and appropriately clothed.
P. Requests for assistance from MetroParks staff or use of MetroParks equipment must be agreed to in advance and noted on the permit issued.
Q. The image, logo, and name of MetroParks are registered trademarks and may not be used without permission.
R. Permit Holder, its officers, agents, and employees, shall act in an independent capacity and not as officers, employees or agents of MetroParks.
S. No alteration or variation of terms shall be valid unless noted in a Special Use Permit Addendum.
T. Permit Holder shall not identify MetroParks, or any specific property owned or operated by MetroParks, in any film or photograph, narration, dialogue, sound track, caption or other description, without advance written approval of MetroParks.
U. MetroParks makes no representation or warranty as to condition of any property or facilities used by the Permit Holder, and it is the responsibility of Permit Holder to fully inspect all such property and facilities to determine their condition prior to their use, and in going forward, assumes all risks associated with the condition of property or facilities.
V. Permit Holder waives all claims against MetroParks, its officers, agents, and employees, for loss or damage caused by, arising out of or in any way connected with the exercise of a permit.
W. Permit fees paid to MetroParks are not refundable.
X. Solicitation, advertising and or collection of fees are prohibited on all MetroParks property.
Y. MetroParks Code of Ordinances will be enforced.
Z. MetroParks reserves the right to request a certificate of liability insurance from a permit applicant prior to issuing a permit.

When you register for a program or contest of Five Rivers MetroParks, you are no longer an anonymous user to us. During the registration process, Five Rivers MetroParks will ask for your name, email address, postal address, and telephone.
Our primary goal in collecting personal information is to provide a personalized service to you, the user. None of this information is shared with business partners or other third parties.
If you send us e-mail
You may choose to provide us with personal information, as in e-mail with a comment or question. We use the information to improve our service to you or to respond to your request. Sometimes we forward your e-mail to other park employees who may be better able to help you. We do not share our e-mail with any other outside organizations.
Links to other sites
Our website has many links to our partners, especially other local like-minded agencies and community groups. In a few cases we link to private organizations. When you link to another site, you are no longer on our site and are subject to the privacy policy of the new site.
What are my choices regarding collection, use and distribution of my information?
MetroParks may, from time to time, send you email regarding our services if you indicated that you wished to receive such notices upon registration. Only Five Rivers MetroParks or one of it’s departments will send you these direct mailings. If you do not want to receive such mailings, simply tell us when you give us your personal information. At any time you can edit your Five Rivers MetroParks Account Information to no longer receive such offers and mailings. You will need your Account ID and Password in order to access your Account Information.

Outdoor Activity Permit Recommended Practices
Properly trained and experienced leaders can help participants develop a lifelong enjoyment of outdoor recreational activities. Five Rivers MetroParks recommends the following Outdoor Industry Best Practices to help program leaders minimize risk in association with recreational programming. Please plan ahead and prepare when leading people outdoors.
All Activities
- At least one instructor should be certified in CPR/First Aid (by an industry approved organization) and have an appropriate first aid kit available at all programs.
- Industry approved certifying organizations include but are not limited to:
- Follow Leave No Trace Principles and etiquette specific to the activity.
- Encourage participants to wear appropriate clothing, footwear, and specific activity use equipment recommendations (i.e. helmets, lifejackets, etc.) for the activity.
- Do not permit anyone who is under the influence of drugs or alcohol to participate.
- Maintain clear communication with everyone in the group.
- Work collaboratively with others sharing the same space including but not limited to Five Rivers MetroParks staff and park guests.
- Maintain instructor to participant ratios, based on industry best practices, for that specific activity.
- Provide a certificate of insurance, as required by Five Rivers MetroParks.
Backpacking/Camping
- For extended backpacking trips of one night or more, it is recommended that at least one instructor be certified in Wilderness First Aid (by an industry approved organization) based on the distance from definitive care and have an appropriate first aid kit available at all programs.

- Obtain a permit and only camp in designated, pre-established sites.
Cycling including mountain biking
- Everyone must wear a helmet while on a bike.
- Follow proper trail etiquette by only riding on open trails.
- It is recommended that the lead instructor be certified (by an industry approved organization) at or above the level they are teaching in the respective discipline, and instructor/participant ratios should be followed.

Snowshoeing/Cross-country Skiing
- Encourage everyone to dress appropriately to avoid hypothermia.
- It is recommended that the lead instructor be certified (by an industry approved organization) at or above the level they are teaching in the respective discipline for cross-country skiing, and instructor/participant ratios should be followed.

- Require everyone on the water to wear a properly fitted U.S. Coast Guard approved life jacket. Inherently buoyant and inflatables are acceptable. Only exception: SUP Yoga participants can have an inherently buoyant PFD on their board.
- Require everyone to wear an appropriate leash for Stand Up Paddleboarding; use a break away leash while on rivers. Possible exception: certain river situations, races and SUP Yoga.
- Advise that during certain circumstances classes should be cancelled/postponed. That may include but is not limited to:
- Thunder and lightning
- Wind
- Water and/or air temperature
- Water Quality
- To prevent the spread of aquatic nuisance species, please make sure equipment is clean, drained, and dry before using it in another body of water. If equipment isn’t completely dry, treat it with a 2% bleach solution.

Yoga (of any type, including SUP Yoga)
- It is recommended that the lead instructor be certified (by an industry approved organization) at or above the level they are teaching in the respective discipline, and instructor/participant ratios should be followed.

Promotion of Special Use Permits Policy
Five Rivers MetroParks may promote permitted events produced by community groups. Only those events receiving a Special Use Permit will be promoted using FRMP communication channels. Levels of promotion are dictated by type of the event and the ability of the community group to supply all required information by promotional deadlines.
Mission-focused and partner events receive priority. Mission-focused events support MetroParks’ mission to protect the region’s natural heritage and provide outdoor experiences that inspire a personal connection with nature. Examples of mission-focused events would be a 5K, fitness program or conservation activity, such as bird watching. Partner events are hosted by a third-party business or organization that has a history (at least one or more years) of producing high-quality events working with Five Rivers MetroParks.
Mission-focused and partner events will be included on MetroParks’ calendar of events and in other MetroParks communication channels as space allows. Priority will be given to partner events.

- All information required for ParkWays must be supplied by the community group to the permit coordinator before the appropriate issue deadline. Issue deadlines are available upon request. Information will be included in ParkWays as space allows.
Website
- Special events may be included on MetroParks’ website in the calendar of events.
Email Newsletters
- Partner events held at parks may be included in email newsletters and highlighted as space allows. Those emails include:

- RiverScape MetroPark
- 2nd Street Market
- Partner and mission-focused events also may be included in topical email newsletters as space allows, such as those for outdoor recreation, gardening and volunteerism.
Social Media
- Any Special Use Permit Event open to the general public may be posted on one or all of Five Rivers MetroParks’ social media channels (Facebook and Twitter) as space allows.
Public Records Policy
It is the position of Five Rivers MetroParks that openness leads to a better informed citizenry, which leads to better government and better public policy. MetroParks manages records in accordance with the Ohio Revised Code (ORC 149.412 and ORC 149.43).
A public record is defined as any document – paper, electronic (including, but not limited to, e-mail), or other format – that is created or received by, or comes under the jurisdiction of MetroParks that documents the organization, functions, policies, decisions, procedures, operations, or other activities of MetroParks. All records of MetroParks are public unless they are specifically exempt from disclosure under the ORC or other applicable law.
To make a public records request, the requestor is required by ORC to identify the records requested with sufficient clarity to allow MetroParks to identify, retrieve and review the records. If it is not clear what records are being sought, MetroParks will contact the requestor for clarification, and should assist the requestor in revising the request by informing the requestor of the manner in which MetroParks keeps its records.
Based on the media of the public records, there may be costs to provide the records. Costs to fulfill a Public Records request:
- There is no charge for the first 20 pages of paper copies.
- The charge for paper copies in excess of 20 pages is 5 cents per page.
- The charge for downloaded computer files to compact disc is $1 per disc.
- There is no charge for documents emailed.
- Requestor may ask that documents be mailed to them. The requestor will be charged the actual cost of the postage and mailing supplies.

Refund Policy
Statement of Policy
Five Rivers MetroParks offers refunds for programs, rentals, admissions, special event permits, and vendor fees, under certain conditions.
- Program Registration:
- Program fees are refundable if requested at least three days prior to the start of the program. No refund will be given if the request is made less than two days prior.
- If MetroParks cancels a program, MetroParks will issue a full refund.
- Rentals:
- Shelter reservation fees are refundable if requested at least 14 days prior to the reservation date. Refunds are subject to a $10 processing fee.
- Facility rental fees are refundable if requested at least 14 days prior to the reservation date. Refunds are subject to a $10 processing fee.
- Camping reservation fees are refundable if requested at least 14 days prior to the reservation. Refunds are subject to a $10 processing fee. If the fee is less than $10, the entire rental fee will be forfeited.
- Carriage Hill Riding Center:
- Trail ride fees are refundable if requested at least 48 hours prior to the check-in time for the date of the event. No refund will be given if the request is made less than 48 hours in advance, unless in the case of extraordinary circumstances.
- If Five Rivers MetroParks cancels a trail ride due to weather, the customer will have the option to receive a full refund or reschedule for another date, pending availability.
- In the event of a partial trail closure due to weather, Carriage Hill Riding Center Management may charge a prorated fee, and will issue the appropriate partial refund to the guest.
- In the event of a refund when the original payment was made with a credit card, the refunded amount will be returned to the card, but may take up to (5) business days to be reflected on the customer’s bank account.
- In the event of a refund when the original payment was made with a check or cash, the refunded amount will be returned by check, and may take up to (6) weeks.
- Participants must arrive no later than 15 minutes after scheduled ride start time. If a participant is over 15 minutes late for the scheduled trail ride, they will not receive a refund or be able to book a no-cost make-up date.
- Admission Fees: Refunds for admission fees are made on a case-by-case basis on the day of the visit. Customers may be provided a cash refund or coupon for a return visit.
- Special Use Permits Fees:
- Refunds for special use permit application fees are not permitted.
- Refunds for special use permit down payments are not permitted.
- Remaining special use permit fees paid in advance of the permitted event or activity are refundable if requested at least 14 days prior to the permit usage date.
- In case of emergency or events that pose a threat to public safety, MetroParks reserves the right to cancel the permitted activity prior to use (defined as the promoted start to the activity) without liability. Examples of such instances include but are not limited to inclement weather, fire, local, state, or national emergency. Refund of fees excluding non-refundable down payment will be made if cancellation by MetroParks is necessary. Any desire to reschedule for any reason may not be available and would potentially incur additional cost.
- Photography, Multimedia and Unmanned Aircraft Systems (UAS) Permit Fees: Refunds for photography, multimedia and UAS permits are not permitted.
- Market Booth License Fees: Refunds for license fees for booths at the 2nd Street Market are not permitted.
- Vendor Fees: Refunds for vendor fees will be processed according to the vendor contract agreement.
- Membership Fees: Refunds for bike hub and ice rink membership fees are not permitted.
- Refund Methods: If a refund is approved, the following guidelines will be used.
- If payment was made by credit card within the last 180 days, the amount will be credited back to the credit card.
- If payment was made by credit card more than 180 days ago, the amount will be refunded via check, which can take up to six weeks.
- If payment was made by cash or check, the amount will be refunded via check which can take up to six weeks.
Service Animal Policy
Five Rivers MetroParks, complies with the Americans with Disabilities Act (ADA) and Section 504 of the 1973 Rehabilitation Act (504) regarding the use of service animals by persons with disabilities who are registered participants in MetroParks programs or authorized users of MetroParks parks and facilities, by MetroParks employees with disabilities, and by visitors with disabilities in MetroParks parks and facilities.
The purpose of this policy is to ensure that participants and authorized users, employees, and visitors with disabilities who have service animals can participate in and benefit from MetroParks services, programs, and activities, and to ensure that MetroParks does not discriminate on the basis of disability as identified in Titles I and II of the ADA.
As a general rule, MetroParks will modify policies, practices, and procedures to permit the use of a service animal by an individual with a disability.
Restrictions/Areas of Safety
MetroParks may impose some restrictions on service animals for safety reasons. Restrictions are considered individually to determine if the animal could be in danger, if the animal poses a danger to others, or if other reasonable modifications can be provided to assure that the individual enjoys access to the park, facility, or program.
Responsibilities of Individuals Using Service Animals
An individual with a service animal is responsible for the following:
- Responding truthfully to the limited and appropriate inquiries that may be made by employees regarding the service animal.
- Ensuring the animal meets any local licensing requirements, including required immunizations.
- Ensuring service animal dogs wear a dog license tag at all times.
- Ensuring that the animal is in a harness or on a leash or tether at all times. Exceptions may be considered individually and require the demonstration of control of the service animal by the handler.
- Ensuring that the animal is under control and behaves properly at all times. The supervision of the animal is solely the responsibility of its partner/handler. If the animal’s behavior results in a hygiene problem or the animal acts in a threatening manner, MetroParks may require the partner/handler to remove the service animal from the site.
- Ensuring compliance with all local ordinances or other laws regarding cleaning up after the animal defecates. Individuals with disabilities who cannot clean up after their own animals are not required to pick up and dispose of feces; however, these individuals should use marked service animal toileting areas if provided.
- Removing the service animal from the park if it becomes ill.
Requirements for MetroParks Staff, Registrants, and Visitors
Members of the MetroParks staff, participants and authorized users, and visitors in MetroParks sites, are responsible for the following:
- Allowing service animals to accompany the partner/handler at all times and anywhere at a site except where animals are specifically prohibited, such as at specific areas of a farm.
- Refraining from distracting a service animal in any way. Do not pet, feed, or interact with the animal without the partner/handler’s invitation to do so.
- Refraining from separating a partner/handler from a service animal.
- MetroParks may exclude a service animal from all parts of its property and/or take enforcement action if a partner/handler fails to comply with the above restrictions and, in failing to do so, fundamentally alters the nature of programs, services, or activity offered by MetroParks.
- MetroParks may exclude a service animal from all parts of its property if a partner/handler fails to control the behavior of a service animal, and it poses a threat to the health or safety of others.
Temporary Exclusion of Service Animals
A participant or authorized user, employee, or visitor may report a concern regarding a service animal to MetroParks staff.
- Temporary Exclusion of a Service Animal Used by a Participant or Visitor:
- In response to an immediate concern, MetroParks staff may determine that a service animal must be temporarily removed from parks, sites, or facilities. A site supervisor or ranger shall notify the participant or visitor of this decision and obtain their contact information. The employee shall then report the incident to the ADA Coordinator within one business day.
- The ADA Coordinator (or designee) will investigate all reported concerns and incidents where service animals have been temporarily removed from sites, parks, and facilities. The ADA Coordinator (or designee) will consult with appropriate MetroParks personnel and determine whether or not the animal should be excluded from sites, parks, and facilities for an extended period of time or permanently. The ADA Coordinator (or designee) will notify the participant, authorized user, or visitor of his or her decision.
- If it is appropriate for the service animal to be excluded from sites, parks, or facilities permanently, the ADA Coordinator (or designee) will work with other MetroParks staff to ensure the participant, authorized user, or visitor receives appropriate reasonable modifications in place of the use of a service animal.
- A participant, authorized user, or visitor who does not agree with the decision regarding removal from the premises may file an accessibility complaint. Five Rivers’ ADA Complaint process is available in the Accessibility Policy on this website.
- Temporary Exclusion of an Employee’s Service Animal:
- In response to an immediate concern regarding lack of control of a service animal, or lack of bowel or bladder control by a service animal, the MetroParks Human Resources Department may determine that a service animal must be temporarily removed from sites, parks, or facilities. The Director of Human Resources Department (or designee) shall notify the employee of this decision and that the incident will be reported immediately to the ADA Coordinator. The Director of Human Resources Department (or designee) shall then report the incident to the ADA Coordinator.
- The ADA Coordinator will investigate all reported concerns and cases where service animals have been temporarily removed from sites, parks, and facilities. The ADA Coordinator will consult with appropriate staff and determine whether or not the animal should be excluded for an extended period of time or permanently. The ADA Coordinator shall notify the employee of his or her decision.
- If it is appropriate for the animal to be excluded from sites, parks, and facilities permanently, the ADA Coordinator will ensure the employee receives appropriate accommodations in place of the use of a service animal.
- An employee who does not agree with the resolution may file an appeal or formal complaint following the ADA Compliance Policy.
Conflicting Disabilities
Individuals with medical issues (such as respiratory diseases) who are affected by animals should contact the ADA Coordinator, in the case of park visitors, or Human Resources Department, in the case of staff or volunteers, if they have a concern about exposure to a service animal. The individual will be asked to provide medical documentation that identifies a disability and the need for a modification. The appropriate MetroParks staff will facilitate a process to resolve the conflict that considers the needs and conditions of all persons involved.
Clarifying an Animal’s Status
A service animal is not required to wear a cape, vest, or other symbol. It may not be possible to discern whether or not an animal is a service animal by observing the animal’s conduct or the partner or handler. Therefore, it may be appropriate for designated MetroParks staff such as facility managers, site directors, area staff, or administrative staff to ask:
- Whether the animal is required because of a disability, and
- What work or task the animal has been trained to perform.
Emergency Situations
A partner/handler, service animal, and team may be confused in any stressful situation. A service animal may become disoriented from the smell of smoke in a fire or facility emergency, or from sirens, wind noise, or shaking and moving ground. Emergency Responders (ERs) are trained to recognize service animals and to be aware that animals may try to communicate the need for help. ERs will remember that animals may be trying to be protective and, in its confusion, should not be considered harmful. ERs should make every effort to keep a service animal with its partner/handler; however, the ER’s first effort should be toward the partner/handler, which may result in the animal being left behind in some emergency evacuation situations.
Shelter Permits Statement of Policies
SHELTER RESERVATIONS: Shelters are available on a first-come, first-served basis. Reservations must be made a minimum of four (4) calendar days in advance of the day of reservation. Reservations may be made one (1) year in advance of today’s date. Five Rivers MetroParks reserves the right to put administrative blocks on shelters as part of other park uses, seasonal closures or permits such as special events or MetroParks programming.
RATES: Rates are subject to change. The current fees are available online. All shelter permits will be honored at the fee rate published at the time of the reservation. Should cancellations or changes be required by the permit holder and rates have changed, new rates will take effect on the revised permit. Rates reflect peak (April 1 – Oct. 31) and off-peak (Nov. 1 – March 31) seasons. Rates include amenities that are available with particular shelters (i.e. sports equipment, fireplaces, etc.). Additional fees may be required for additional services (i.e., firewood, extra hours, etc.).
RESERVATION PERIOD: Shelters are available on a daily basis only; no half-day permits. Reservations begin at 10:00 a.m. and end at park closing. The length of a reservation is six (6) hours within this window. Additional hours may be purchased at $10 per hour. Shelters will be ready at beginning of reservation period indicated on permit.
ADDITIONAL SHELTER PERMITS AMENITIES:
- A permit that allows for consumption of alcohol at designated shelters may be requested with the shelter permit application. Only alcohol in non-glass containers is permitted. The fee for an alcohol permit is $28. Please note Five Rivers MetroParks’ Alcohol Consumption Rules below.
- Firewood for use at designated shelters is available for $10 per 4 cubic foot (2’ wide x 2’ deep x 1’ high) bundle Only firewood purchased through Five Rivers MetroParks is permitted. The permit holder is not authorized to bring firewood to the park or collect firewood in the park.
SHELTER PAYMENTS: Reservations may be made by telephone or online using a credit card or in person at Five Rivers MetroParks Main Office using a credit card, cash or check. Five Rivers MetroParks accepts Visa, Master Card, Discover and American Express. Full payment for shelter use must be received at the time of the reservation. There is a $30 fee for returned checks. Non-payment of returned check fee may result in a revocation of future permit privileges.
RULES AND REGULATIONS: Conditions of use are based on Five Rivers MetroParks’ Rules and Regulations which will be enforced at all times. An abbreviated version of Five Rivers MetroParks’ Rules and Regulations are posted at all facilities; the complete version can be viewed online.
PERMIT: The permit is proof of the reservation. Keep a copy of the approved permit available at all times during the reservation period. Present the permit to any Five Rivers MetroParks Ranger or other staff upon request. The reservation is not valid if the permit is not available upon request. Use disputes will rely on permits in hand.
PERMIT APPLICATION QUALIFICATIONS: Applicants must be 18 years of age or older to reserve a shelter and at least 21 years of age to obtain an alcohol permit. By requesting a permit or alcohol permit applicant verifies they are the qualifying age.
SHELTER CAPACITY: The number of people in the permit holder’s party may not exceed the stated capacity for the specific shelter.
RESERVATION PERIOD: Permit holder must adhere to departure time. Shelters will be ready at beginning of reservation period indicated on permit.
VIOLATIONS: A violation by a permit holder of the terms of his or her permit or Five Rivers MetroParks’ Rules and Regulations shall subject the permit holder to fines pursuant to Five Rivers MetroParks’ Rules and Regulations. MetroParks Rangers and Park Services Managers reserve the right to terminate a permit at his/her discretion based on violation of Five Rivers MetroParks’ Rules and Regulations.
DAMAGES AND CLEAN-UP: Five Rivers MetroParks does not charge a security deposit, however any damage to Five Rivers MetroParks property as a result of the permitted shelter use beyond normal wear and tear is the responsibility of the permit holder. Five Rivers MetroParks will assess the damage and levy appropriate fines pursuant to Five Rivers MetroParks’ Rules and Regulations. Damages and/or non-payment of fines may result in a revocation of future permit privileges. Shelters will be left in the condition found by permit holder. Additional clean-up of the shelter required by park personnel will be billed at a minimum rate of $25/hour per staff person. There will be a $25 minimum fee.
LIABILITY INSURANCE: In certain circumstances Five Rivers MetroParks may require proof of liability insurance.
SUPERVISION: Supervision of minors is required at all times.
FIRES: Fires are approved only at designated shelters when firewood has been purchased through Five Rivers MetroParks. The permit holder is not authorized to bring firewood to the park or collect firewood in the park. The permit holder must ensure the fire is not flaming at the time of departure. Do not pour water on fire. Do not remove unused wood from the park. Coals and unexpended wood will be cleaned by Five Rivers MetroParks staff upon the conclusion of the permit.
GRILLS: Five Rivers MetroParks provides permanently installed grills at most reservable shelters, for public use. Grills that are permanently installed at shelters are for use with charcoal only and the coals will be cleaned by Five Rivers MetroParks staff upon conclusion of the permit. Do not pour water on the coals. The use of personal, portable grills is strictly prohibited. Tow-behind grills may be used with a separate permit. Tow-behind grills must remain on paved surfaces and any used charcoal, wood, grease or drippings must be removed from the park upon departure.
TENTS: Commercially erected tents and canopies and personal use tents and canopies in excess of 200 square feet require the express written approval of Five Rivers MetroParks. A permit for these activities can be obtained by filling out the Special Events Permit Application.
ACTIVITIES NOT PERMITTED: Operation of special amusements, including but not limited to animal or mechanical rides, inflatable play amusements, rock climbing walls and similar equipment are prohibited.
NOISE: The permit holder shall not operate or play a radio, TV, musical instrument or other amplifying or sound equipment, except in such a manner as not to interfere with the use and enjoyment of the park by any other person.
NATURAL FEATURES: Guests must not disturb the natural areas; do not collect plant or animal materials, living or dead.
PETS: Pets are allowed but must be on a leash no longer than eight (8) feet or suitably caged. Permit holders must clean-up after pets.
SIGNS: Posting of signs is prohibited. The use of tape, glue, nails, tacks, screws, staples, or other fasteners that may scratch or otherwise damage surfaces of the shelter, tables or other equipment are prohibited.
ALCOHOLIC BEVERAGES: The consumption and possession of alcohol, by adults of legal age according to the laws of the State of Ohio, is permitted at the above-referenced facility for the date and time specified. Alcoholic beverages must be served and consumed in the immediate area of a shelter permitted for alcohol use. Open containers of alcoholic beverages must not be carried to or from vehicles or restrooms. Glass bottles are prohibited. Beer and wine are permitted. Kegs and “hard liquor” (proof 80 or higher) are not permitted.
TRASH: The permitted area must be cleaned prior to departure. Trash receptacles are provided.
PARKING: Park in designated areas only. Driving to a shelter for any purpose is strictly prohibited including unloading and loading. Passenger vehicles may not drive, stop or park on any recreation or bike trails for any reason. Vehicles must remain in designated parking areas only. Reserving a shelter does not guarantee parking or parking in close proximity.
PROCESSING CHANGES: Date, time and location changes are subject to availability and a $10 processing fee. Payment is due before changes will be confirmed. Changes to permits must be made by calling (937) 275-PARK (7275).
CANCELLATIONS AND REFUNDS: Shelter reservation fees are refundable if requested at least 14 days prior to the reservation date. Refunds are subject to a $10 processing fee. Refunds, less the $10 processing fee, will be reimbursed to the credit card. If payment was made by cash or check, a refund check, less the $10 fee, will be mailed to the address of the person/organization paying the permit fee. Issuance of refund checks takes approximately 4-6 weeks. Permits are not refundable due to inclement weather such as rain or snow. Cancellations must be made by calling (937) 275-PARK (7275).
CANCELLATION OF PERMITS: Five Rivers MetroParks reserves the right to change or cancel a scheduled permit if deemed necessary for weather, safety or operational reasons. If a scheduled permit is cancelled by Five Rivers MetroParks for any reason, or if MetroParks requires a change to a reservation that is not suitable to the permit holder, a full refund will be provided.
TRANSFERABILITY OF SHELTER PERMIT: Shelter permits are not assignable, or transferable, nor may they be modified in any way without prior written approval from Five Rivers MetroParks.
SPECIAL REQUESTS: Special requests must be made at least one week prior to the reservation and may be made by calling (937) 275- PARK (7275). MetroParks will accommodate special requests that fall within the Five Rivers MetroParks’ Rules and Regulations and are operationally feasible.
SPORTS EQUIPMENT: Some shelters come with free sports equipment. Sports equipment is provided by request and is found in the lock box at the shelter. Regarding access to your sports equipment (where available), please call 937-275-PARK (7275) on the Monday prior to your reservation date and ask to be transferred to the park manager to make arrangements to pick up the key to the locker.
EMERGENCIES: For life-threatening emergencies, dial 9-1-1. Emergency responders and a MetroParks Ranger will be dispatched to your location immediately. For non-emergencies, call 937-225-HELP (4357) and ask for a MetroParks Ranger to be dispatched to your location.

Unmanned Aircraft Systems (Drone) Policy
Drone Use (Unmanned Aircraft Systems)
Chapter 94 of the Five Rivers MetroParks Code of Ordinances states:
94.02 (A) No person shall without a permit: (11) Bring, land or cause to ascend or descend or alight within MetroParks property, any airplane, helicopter, flying machine, hot air balloon, parachute or other apparatus for aviation.
The use of Unmanned Aircraft Systems (UAS) is prohibited without a UAS Permit. Permits may be obtained for commercial or scientific research purposes only. Recreational flight of UAS is not permitted from MetroParks property.
UAS Permits are subject to the following conditions of use:
- Permit applicant holds a current Remote Pilot Certificate from the Federal Aviation Administration (FAA).
- UAS must be operated in adherence with FAA rules for small unmanned aircraft (Part 107).
- Permit applicant shall procure and maintain for the duration of the permit period insurance against claims for injuries to persons or damage to property which may arise from, or in connection with, the ownership, maintenance, or use of the UAS. Coverage shall be provided by endorsement to a Commercial General Liability (CGL) policy covering CGL on an “occurrence” basis, including products and completed operations, property damage, bodily injury, and personal and advertising injury, with limits no less than $1,000,000 per occurrence. A certificate of insurance naming MetroParks as Additional Insured in a minimum amount of $1 million per occurrence is required. MetroParks may also require other agencies to be Additional Insured(s) depending on the permitted location.
- For any claims related to a permitted activity, the Permit Holder’s insurance coverage shall be primary insurance coverage as respects to MetroParks, staff, and volunteers. The Policy shall state that coverage shall not be cancelled, except with notice to MetroParks.
- Use of a Visual Observer is strongly recommended.
- The Permit Holder may be cited and/or denied future Special Use Permits for violations of MetroParks rules and regulations, MetroParks policies, MetroParks permits, or FAA regulations.
- Observed violations of FAA regulations by the Permit Holder may be reported to the FAA.
- Operation of UAS shall not interfere with any event, other permitted activity, or park activity or operation.
- UAS shall not be operated from or over parking lots.
- UAS shall not be operated in such a manner as to harass wildlife or farm animals.
- The MetroParks Photography Policy applies to UAS Permits.
